Transaction & Booking Cancellation Policy · effective 6 July 2026

Keeping dirty money out , and honest payments fast.

Built in alignment with the Prevention of Money Laundering Act, 2002, the FIU-IND reporting frameworks and the Information Technology Act, 2000. It sets out the technical controls, threat monitoring rules and investigation steps used to block financial crime, money manipulation, velocity exploitation, gateway fraud and promotional abuse.

How a transaction is screened

Six stages, running in real time

Automated data monitoring engines review all incoming and outgoing transaction flows, checking transaction totals, processing velocities, timing irregularities, utility settlement spikes, travel passenger patterns, gift card purchases, coupon uses and payment modes.

Stage 1

Every flow is monitored

Real-time engines review each transaction as it moves, in both directions, across every product on the platform.

Stage 2

A dynamic risk score is calculated

For every user node, merchant dashboard and API partner ledger — generated from KYC confirmation metrics, historical behaviour logs, hardware profile tracking, IP network mapping, previous payment failures and chargeback history.

Stage 3

One of five outcomes

Immediate approval, routing to an internal compliance desk for manual assessment, a temporary network delay, complete rejection, or a request for additional user verification. Which one depends on the real-time risk classification.

Stage 4

Investigation, where a flag fires

Risk analysis teams perform deep assessments of database logs, device signatures, network access histories, transactional paths and customer service chats.

Stage 5

Precautionary holds while it runs

During an active audit we may put temporary holds on current transactions, freeze clearing payouts, stop promotional distributions and block profile access. These are precautionary protections and do not automatically indicate a final determination of wrongdoing.

Stage 6

Enforcement, or release

Where the logs confirm abuse, enforcement follows — up to permanent deactivation and formal reporting. Where they do not, the holds lift and the account returns to normal.

What this framework is for

Two objectives behind every control

1

Block the money that should not be here

To block the entry of illicit capital into the commercial system, intercept terrorist financing loops, discover hidden system interactions, block identity theft, and defend the operations of our banking partners. Anpay contractually obligates itself to follow all prevailing federal laws and the technical mandates issued by regional banking systems, RBI payment guidelines and MeitY.

2

Without slowing down everybody else

Device fingerprint tracking, continuous IP tracking, automated behavioural analytics, database velocity rules and multi-factor validation tools are designed to block financial crime while keeping the transaction experience smooth for genuine users. A risk engine that stops real customers is a failed risk engine.

Words used here

Two definitions that decide everything else

Money launderingAny conversion or disguise of capital derived from illegal acts into clean funds.
FraudAny intentional system exploitation, session manipulation or data misrepresentation for illegitimate gain — including identity forgery, simulated KYC uploads, payment chargeback abuse and multiple profile configurations.
What it covers

Every product, every interface

The policy applies across all web properties, user portals, server networks, native mobile software bundles for Android and iOS, merchant interfaces and developer API distributions — operating concurrently with our Terms & Conditions, Corporate Privacy Policy and Information Security Policy.

The risk-based approach

Eight parameters, continuously rated

User accounts, merchant nodes and transaction pipelines are rated continuously by our risk management tools. Higher risk flags trigger enhanced tracking and temporary transaction locks automatically.

2Payment frequencies
3Device telemetry shifts
4Cross-region IP anomalies
5Document verification states
6Login history patterns
7Payment modes

Customer Due Diligence

Programmatic CDD cycles run to insulate the transaction gateway.

  • Mobile number statesValidated in real time against the network.
  • Tax database detailsPAN cards checked against government records.
  • Bank penny-dropsA live micro-credit confirms the account is real and yours.
  • Hardware identifiersLogged so a device can be recognised on a later session.

Enhanced Due Diligence

Invoked by compliance desks for accounts flagged by velocity anomalies or high transaction volumes.

  • Manual profile reviewA person reads the file, not just the score.
  • Secondary identity documentsBeyond what standard onboarding required.
  • Detailed history recordsThe full transaction trail, not a sample.
  • Verified source-of-funds proofWhere the money came from, evidenced.
  • Director approval to clearHigh-risk profiles need formal approval from corporate directors before deactivation flags can be lifted.
What triggers a review

The markers that put a file in front of an analyst

System review is triggered automatically by these. None of them is proof of anything on its own — they are the patterns worth a second look.

Multiple profiles on one deviceSeveral registrations mapped to identical hardware addresses.
Rapid high-value burstsHigh-frequency transaction bursts inside short windows, or unusual transaction values.
Sudden location shiftsA profile that moves further than a person can.
Frequent IP network hoppingCross-region anomalies in the network path.
Consecutive document failuresRepeated verification failures, or duplicate PAN uploads.
Repeated failed authenticationLogin attempts that keep missing.
Excessive refund demandsUnusual refund patterns against the account.
Rapid coupon useFast, repeated use of promotional codes.
Channel safeguards

Different products, different attacks

Instant digital assets carry the highest risk, so each channel gets controls shaped to how it is actually abused.

Recharge and BBPS

CLAUSE 17

Strict protection controls across mobile top-ups and Bharat Connect bills, limiting mass automated clearings to arbitrary consumer numbers and blocking coupon loop exploits.

Gift cards

CLAUSE 18

Orders undergo strict rate-limiting and verification checks. Anpay retains the authority to delay voucher delivery or hold activation codes where threat systems detect rapid redemption loops or the use of multiple payment profiles.

Travel bookings

CLAUSE 19

Flight seat blockings, hotel reservations and transit bookings are reviewed regularly to spot identity theft or third-party card exploits. Accounts showing frequent cancellations or mismatched passenger records are flagged instantly.

Chargeback abuse

CLAUSE 20

Users who display repeated chargeback requests, or use bank dispute windows to exploit the platform, face immediate service limits, permanent removal of promotional advantages, and full account suspension.

B2B and developer APIs

CLAUSE 21

For white-label enterprise setups and B2B merchant pipelines, API monitors track incoming request volumes, rate-limit failures, authentication exceptions and settlement anomalies. Keys are throttled or revoked when anomalies appear.

Internal employee controls

CLAUSE 22

Strict Role-Based Access Control, clear separation of administrative duties, immutable backend access logging, and multi-signature authorisation workflows for sensitive changes — manually adjusting balances, or overriding a KYC state.

Enforcement

Seven actions, and one that is immediate

Anpay reserves the absolute corporate authority to act whenever a customer profile, merchant corridor or API developer ledger triggers high-risk financial flags.

01

More verification

Supplementary user verification updates are required before anything moves.

02

Delayed clearings

Active transaction clearings are held back pending review.

03

Temporary asset holds

Balances are held while the flag is assessed.

04

Product restrictions

Specific digital products are switched off for the account.

05

Cashback cut

Promotional cashback accruals stop.

06

API keys revoked

Developer credentials are withdrawn.

07

Permanent deactivation

The account is closed for good.

Never collected, under any scenario

To protect your financial security, Anpay maintains strict systemic blocks that prevent the platform from harvesting or tracking these highly sensitive credentials:

  • Card PINs — your confidential debit or credit card personal identification numbers.
  • CVV codes — the three-digit card verification value.
  • Banking passwords and UPI PINs — internet banking passwords or transaction UPI PINs.
  • Raw OTPs — one-time passwords are not retained after verification completes.
  • Biometrics — fingerprints and face geometry stay inside your device's secure hardware layer.
Prohibited conduct

On both sides of a claim

Platform abuse

  • Illegal operationsUsing the Anpay financial network for illegal operations of any kind.
  • Identity manipulationForging, simulating or misrepresenting who you are.
  • Stolen cards or walletsIntegrating stolen credit cards or wallet credentials.
  • Fake KYC and coupon loopsSimulated verification uploads, or exploits built around promotional codes.
  • API manipulationAbusing developer access to bypass platform controls.

Any customer, merchant or developer node attempting these faces immediate account termination, asset freezes, and formal corporate reporting to federal cyber intelligence divisions and financial tracking units.

Strict redaction rule. In compliance with national data privacy laws, wherever identity verification requires matching national records such as Aadhaar under permitted frameworks, all data passes through automated encryption layers that substitute raw numbers with secure hashes or the standard system placeholder [Aadhaar Redacted] across every application log and database field.

False abuse reports

  • False fraud claimsKnowingly reporting fraud that did not happen.
  • Fabricated receiptsSubmitting invented transaction records as evidence.
  • Malicious support complaintsComplaints raised to damage rather than resolve.
  • False bank chargebacksFiled to exploit coupon rules or damage competitor networks.

Submitting false reports constitutes a major contract breach, leading to immediate profile cancellation.

Confidentiality and obligations

What stays private, and what is expected of everyone

Investigation confidentiality

CLAUSE 30

All risk tracking processes, security investigation paths and internal threat assessment values remain strictly confidential. Anpay is under no legal obligation to share its fraud screening filters or risk algorithms with the public.

What we ask of users

CLAUSE 31

Use platform features exclusively for lawful purposes, keep your profile credentials confidential, and immediately flag unauthorised entries, device thefts or phishing attempts.

What we require of staff

CLAUSE 32

All Anpay employees, data handlers and support staff must strictly follow our internal AML procedures, complete yearly threat awareness training, and report internal anomalies immediately.

Annual internal audits

CLAUSE 34

To keep these controls robust, the company runs independent internal security reviews, technology vulnerability assessments (VAPT) and risk audits every calendar year.

Regulatory cooperation

CLAUSE 28

In strict alignment with the federal laws of India, Anpay cooperates fully with courts of competent jurisdiction, government ministries, banking regulators, cyber enforcement units such as CERT-In, integrated clearing banks and payment aggregators. Transaction histories and user session metrics are shared during lawful investigations.

Record retention

CLAUSE 29

All fraud logs, risk scores and profile records are backed up inside encrypted storage vaults for the maximum durations required by national taxation laws, corporate audit standards and anti-money-laundering frameworks, governed by our Data Retention Policy.
